Border Security Force Institute of Disaster Response (BIDR) was raised on 20th April 2005. Aim of establishing the Institute was to organize training in specialized courses of MFR/CSSR, NBC Emergencies, Flood Water Rescue, and Disaster Preparedness for teams of NDRF Bns and Civilian Agencies.

This Institute is a leading Nodal Agency for imparting training to National Disaster Response Force (NDRF) and Civil Agencies. It also acts as a think tank for Disaster Response Training in BSF and coordinates all disaster response activities with other organizations. Presently, the Institute is Co- located at BSF Academy, Tekanpur, Gwalior.
The Institute has been earmarked as a specialized Institute for Flood Water Rescue and is entrusted to train officers and men who are inducted into NDRF Bns and subsequently personnel of other Organizations in the specialized field of Flood Water Rescue. Presently course in MFR/CSSR and NBC are being conducted at BIDR for both the NDRF Bn (128 Bn and 106 Bn BSF). Future courses of BIDR will include specialized training in Flood Water Rescue, Deep water Diving, Motorized Boat, Rowing and Disaster Preparedness.
The Institute will also be imparting training for Middle and Senior level Officers involved in Administrative works in Pre and Post Disaster Preparedness, Community Awareness, Relief Camp Management etc. These courses will involve Joint Mock Exercises, Vertical Interactions, Workshops and Seminars which will dwell upon Case studies and effectiveness of the skills provided to the NDRF pers by the Training Institutes. The Institute also conducts lectures in Disaster Management for in service courses like Senior Command, Junior Command, Command and Logistics and also for Basic courses like AC (DE), SI (DE), and recruit constables in co located institutions.
The Institute has been earmarked to be permanently established in Kolkata where it will be co-located with an NDRF Bn. 125 Acres of land has been recommended to be authorized for the purpose.

- Nuclear, Biological and Chemical (NBC) Emergencies

Mission

Objectives of BIDR
- To Train BSF personnel of two National Disaster Response Force (NDRF) Bns (106 Bn BSF and 128 Bn BSF) and subsequently personnel of other organisations. in MFR/CSSR and NBC Emergencies. Also to organize specialized trg in flood water & cyclone disaster management.
- To develop precis/literature for trainees.
- To remain updated with the latest development through liaison with Specialized Agencies at National and International level.
Achievements of BIDR since Raising
- Pre induction Trg of two National Disaster Response Force (NDRF) Bns conducted by Instructors of BIDR at unit location.
- Total number of personnel of NDRF Bns trained by BIDR till now is as under :
- 835 trainees of MFR/CSSR Course
- 103 trainees of NBC Course
Grand total – 938
- Disaster Management lectures for AC (DE) ,SI (DE) trainees, in service courses at the Academy and other training Institutions (STCs) are delivered by BIDR Instructors.
- Precis for MFR/CSSR both in Hind & English have been prepared by BIDR.
Methodology of Training
The training is imparted through classroom lectures, practicals, group exercises and demonstrations.
Latest Equipments
All types of Medical First Responder Kit items, cutting machines and rescue equipments are available with BIDR.

Visits & Demonstrations
- Senior Officers Management Course (SOMC) Level –II visited BIDR on 25 Aug 2007.Shri Virendra Singh, Comdt BIDR briefed them and the demonstration on Medical First Responder and Collapsed Structure Search and Rescue was given by the trainees.
- Shri B N Yogeshwar, IPS, DIG FHQ on Deputation to BSF, visited BIDR on 17 Oct 07. After briefing by the Comdt BIDR, a demonstration was given by the trainees on Medical First Responder and Collapsed Structure Search and Rescue.
- On the eve of Impendence Day, on 14 August 2007 BSF Institute of Disaster Response Tekanpur displayed the modern equipments pertaining to Search & Rescue and Medical First Responder for the general public and media at Central Workshop of Small Arms (Cenwosto) which was highly praised by the media persons and the public.
- On 08 Nov 2007 BSF Institute of Disaster Response Tekanpur displayed the modern equipments pertaining to Search & Rescue and Medical First Responder for the families of force personnel and general public during the Diwali Mela at BSF Academy Tekanpur.

With effect from 16 Jan’06 till end of Oct’2007, BIDR has trained 5 Officers, 129 Subordinate Officers and 983 Other Ranks (Total 1117 Personnel) of 106 & 128 NDRF BSF Bns in the Force level courses i.e., Disaster Management Course for Search and Rescue Teams and Nuclear, Biological and Chemical Emergencies as per following details:-
